Nansha Port starts ro-ro service to export used vehicles
南沙港区迎来首批二手车滚装出口

A batch of 155 used Hyundai vehicles drove in line to board the vessel, Lydden, on December 31, ready to set sail from the Nansha Port of Guangzhou to the Port of Djibouti in Africa. 

This was the ports first time to export used vehicles on ro-ro decks with a number exceeding the 100 mark. 

The vehicles were permitted advance declaration through a single-window platform for international trade. With inspection and clearance completed overnight, they were loaded on ship within 2 hours.  

The port authority, district government and Customs officials have worked together to facilitate the export business of second-hand vehicles in Nansha which boasts the largest ro-ro/automobile terminal in Asia. 

The port’s clearance efficiency has greatly improved since last November, when enterprises were allowed to apply for customs clearance for a batch of up to 20 cars at the same time. They need only to provide one export license and declaration form for the batch, while previously individual documents were required for each vehicle.  

Last July, China for the first time exported 9 second-hand vehicles in containers from the Nansha Port to Cambodia. In the second half of 2019, the port recorded 671 used vehicles declared for export, with a total value of over 9.6 million yuan. 

The port plans to establish service stations for the inspection and ownership transfer of automobiles, to develop more foreign trade routes and roll out supporting policies to lower the cost of exporting used vehicles.

Guangdong is among the first provinces appointed by China's General Customs to pilot used vehicle export. As the Haijia Automobile Terminal was completed on January 3 and now is ready to be operational, the Port of Guangzhou is accelerating its development into a logistics hub for automobiles, serving the Greater Bay Area and the Pearl River Delta. 

The Haijia Automobile Terminal, located at the north of the Nansha Automobile Terminal, has a quay length of 459 meters and a yard area of 199,100㎡. It owns two berths for 10,000-ton and 50,000-ton ro-ro ships, which can work with three others at the Nansha Automobile Terminal, building up the annual handling capacity of more than 1.8 million vehicles for the Port of Guangzhou.

2019年12月31日,155台现代品牌二手汽车缓缓登上停靠在南沙汽车码头1号泊位的“莱顿”轮,南沙港区首次实现二手汽车“滚装”出口。该批次二手车货物来自广物集团,出口的目的港为非洲吉布提港 

这是自2019年7月17日广州南沙口岸实现全国首票二手车出口以来,首次实现单批次百台以上二手车滚装出口,标志着广州南沙口岸二手车出口业务迈上新台阶。 

市港务局、南沙区政府和口岸单位高度重视此次出口作业。代理企业提前通过国际贸易“单一窗口”网上报关,南沙海关和边检加班加点检验放行,第一时间完成了通关手续,确保实现24小时通关。南沙汽车码头连夜组织堆场,确保车辆集港和船舶安全靠港,并仅用2小时便高效完成装船作业。 

为切实加快推进二手车出口工作,进一步简化工作流程,为出口创造便利环境,商务部 、公安部 、海关总署联合出台多项便利举措,推广实行“一批一证”。自2019年11月1日起,出口企业可在许可证申请表上同一商品编码项下最多申请20辆二手车。申请数量应与实际报关数量一致,并一次完成清关。以出口100辆二手车为例,企业原本需要提供100份出口许可证、100份报关单,现在大幅缩减为5份许可证、5份报关单即可。 

据统计,2019年7至12月,从南沙口岸申报出境的二手车已达671辆、货值超960万元人民币。 

下一步,南沙将依托港口物流优势,通过积极推动开拓更多南沙口岸始发外贸航线、设立专门汽车检测过户服务站、制定二手车出口专项扶持政策等措施优化营商环境并进一步降低二手车出口成本,吸引更多二手车出口试点企业落户南沙或在南沙开展业务。 

据了解,广东是全国首批开展二手车出口业务的地区9个省市之一。为适应粤港澳大湾区建设以及珠三角地区商品汽车运输发展需要,提高广州港商品汽车运输枢纽能力,广州港重点项目海嘉汽车码头工程已于3日整体建成,并转入收尾和验收工作阶段,预计今年全面投产。 

码头位于沙仔岛南沙汽车码头北侧,建设岸线总长459米,建设1个1万吨和1个5万吨汽车滚装泊位,码头堆场面积19.91万平方米,连同南沙汽车码头现有的3个泊位,将形成5个泊位一体化协同运作、资源共享,年实际通过能力将超过180万辆,形成集汽车滚装物流、展销和综合服务为一体的国际汽车物流产业园。
